What Is The Human Performance Optimization (HPO) Program?

Optimize the warrior within! The Human Performance Optimization (HPO) Program is a new initiative designed to strengthen, sustain, and support the total warfighter – mind and body. This program expands the current continuum of care by providing:

  • Evidence-based physical training
    Fitness programs are designed to build strength and endurance for individuals and command groups
     
  • Injury prevention programs
    Education and recovery strategies focused on reducing risk and supporting smarter recovery
     
  • Sleep and recovery strategies
    Practical guidance on effective rest to support sustained performance
     
  • Stress management tools
    Techniques to manage daily stressors and maintain focus under pressure
     
  • Nutrition and fueling education
    Nutrition guidance aligned with mission demands and performance goals

Participants will benefit from modernized facilities and innovative training approaches led by experienced professionals.

Navy Fitness is adopting this model to move beyond traditional fitness programming by providing specialized staff, performance education, and recovery-focused services designed to better support active-duty warfighter readiness.

Who can participate?

Active-duty service members and eligible patrons may participate in accordance with the DODI 1015.10. Priority access and programming focus on active-duty warfighters.

Does it cost anything?

No, all Human Performance Optimization (HPO) services are offered at no cost to authorized patrons.

What performance assessment and recovery services are available?

Human Performance Optimization (HPO) offers evidence-based performance assessments and recovery services designed to support training, readiness, and long-term health. These services may include body composition assessments, recovery modalities, and guided education to help participants optimize performance and manage fatigue. Services are supported by trained staff who ensure proper use and integration into individual training and recovery plans.

How is this different from what Navy Fitness already offers?

Human Performance Optimization (HPO) differs from the traditional Navy Fitness program by emphasizing performance optimization for the active-duty Warfighter. HPO focuses on optimizing active-duty warfighter performance through specialized, credentialed staff with relevant degrees and certifications, operating within defined professional scopes. While Navy Fitness focuses on general fitness access, group exercise, facilities, and events. HPO provides performance services that can support service members both inside and outside traditional brick-and-mortar fitness facilities.

Where is the program located?

The initial Human Performance Optimization (HPO) proof of concept will be rolled out at Naval Base San Diego's Harborside Fitness Center. After metrics are collected and evaluated, the intent is for enterprise-wide program expansion.
