Afloat Recreation Program Management Course
The CNIC Afloat Recreation Program Management Course (ARPM) is mandatory (per OPNAVINST 1710.9 and CNICINST 1710.5) for Recreation Fund Custodians and Recreation Services Officers. The ARPM v2.0 course released in FY18.
The three-day course is held in all fleet concentration areas (almost monthly in the Naval Base San Diego and NAVSTA Norfolk areas; quarterly in Joint Base Pearl Harbor-Hickam, CFA Yokosuka, NAVSTA Everett, and Naval Base Kitsap-Bremerton/Bangor; and one to three times a year in ports with only a few ships or submarines, such as CFA Sasebo, NAVSTA Mayport, SUBASE New London or SUBASE Kings Bay). The course is mandatory in order for Recreation Fund Custodians and Recreation Services Officers to ensure the proper management and operation of a shipboard recreation program. To assist in the overall management of the recreation program, ensure that incoming Recreation Fund Custodians and Recreation Services Officers attend this course as soon as possible and that there is sufficient time for turnover. An internal fiscal oversight review is required prior to turnover.
